What is Jolly Wheels?
Jolly Wheels is a private vehicle sublease brokerage. We provide all services nessessary to rent privately owned vehicles at industry low rates.
How is Jolly Wheels different from other car rentals?
The main difference is the ownership of the vehicles, the vehicles are privately owned by individuals that agree to rent out their personal cars.
I don't see specific addresses. Where do I pick up the car?
For the security of the vehicle owners, actual home addresses and pick-up locations are not published. This information will be provided after the reservation fee is paid, in a confirmation e-mail.
Can the car be delivered to my home or airport?
Yes, if the vehicle is within traveling range, see your selected vehicles description for details.
What are the requirements to rent?
A renter must have a valid license and a credit or debit card. The names on the drivers license and card MUST match. Prepaid debit cards are not accepted.
How much does it cost to rent?
Every vehicle has its own pricing, its own location and its own terms. Our automated system will give you a total price by entering rental dates and times.
Do I have to pay a deposit?
Yes, deposit amounts vary by location and vehicle, see vehicle description on your selected vehicle.
Does Jolly Wheels offer any discount programs or promotions?
Yes. Rent 6 days and get the 7th free. Rent for 25 days get 5 days free. Other promotions require promo codes. Listen to your local radio station or online ads for discount or promo events.
Rental Terms
1.1.0 PRIVATE OWNER RENTALS: Jolly Wheels Rent A Car is a special car rental program that allows its customers to rent vehicles from other vehicle owners. Our program does not own or lease the vehicles that are rented. Jolly Wheels plays the role of brokerage and screens renters for risk, insurance and licensing and manages its sub-contracted vehicles for insurance, safety, reliability, roadside assistance and scheduling.
1.2.0 RENTAL RATES: Daily Rental rates are based on a 24 hour day. Jolly Wheels may impose time or cost minimums. Rate quotes with confirmations are good for 5 days. Reservations can only be held with a down payment. Full payment of rental is due by vehicle pick up time.
1.2.1 LATE RATE: Renter will pay for each hour and/or any part of an hour in excess of a rental day until the vehicle is returned (See 3.0.5). Our late rate charge is $10.00 an hour. A 3-hour grace period is applied on the retuning day. Credit is not afforded for delays for extenuating circumstances or delays in traffic.
1.2.2 MILEAGE CHARGES: Mileage charges, applies to all rentals unless otherwise noted. Customers will be provided with mileage limits and per mile rates prior to rental. Unlimited miles should not be assumed or expected. Unlimited miles are available on select vehicles and/or may incur an extra fee.
1.2.4 SINGLE EXTENTION POLICY: Jolly Wheels only allows one extension per rental and is limited to availability. Renters are advised to consider a definite number of days when requesting an extension as they will only have one opportunity for extension. Some vehicles and locations may not allow extensions. Extensions can be denied by management.
1.2.5 TICKET / SUMMONS DIRECT PAY POLICY: Renters are absolutely responsible for payment of all summons (parking tickets) that are dated during a time that the renter was in possession of the rental car. Payment for these must be made to the vehicles owner or Jolly Wheels. Renter must NOT submit payment directly to issuing agency. Direct pay to vehicle owner or Jolly Wheels is still required even if renter has already submitted payment to issuing agency. A $50 administrative fee will be added to the cost of each summons.
1.4.0 DRIVER REQUIREMENTS: All drivers must (1) be legally allowed to drive in the country and state were the car is rented, (2) must have a valid credit or debit card on file bearing the same name as the renters drivers license, no exceptions, (3) must be present when vehicle is released. Drivers without insurance coverage from their insurance company or other source must purchase CDW/LDW from Jolly Wheels (see appendix C).
1.4.1 ADDITIONAL DRIVERS: Additional drivers will be charged a fee and must meet the same requirements as the primary driver. (See 1.4.0)
1.8.1 CASH PAYMENTS: Jolly Wheels accepts cash, however, the entire balance may NOT be paid with cash. A portion or the entire balance MUST be paid with a credit or debit card bearing the same name as the drivers license of primary renter. No execptions.
1.9.0 GASOLINE POLICY: The vehicle is due back with the same amount of gas as when the vehicle was released. Re-fueling will be charged at current gas rates plus a $15 refueling charge. A full tank at start of rental, although convenient, is not routine nor implied and is not honored as a complaint.
1.10.0 GEOGRAPHIC LIMITATIONS: Driving restrictions vary from location and specific vehicle. Vehicles with mileage limits will have no geographic restrictions and vehicles with unlimited miles will have geographic restrictions.
1.11.1 FORIGN LICENSES AND PERMITS: If renter is not a resident of the United States or Canada, they must possess a driver's license issued by their home country along with an international driving permit, issued in their home country.
1.12.0 DRIVER RECORD CHECKS: Jolly Wheels performs Drivers License checks on all rentals on all drivers. A poor report can result in cancellation of a reservation. If a drivers license is suspended, canceled or revoked, there will be no refund of reservation fee.
1.13.0 SECURITY DEPOSITS: Jolly Wheels requires a security credit hold, that is applied to the primary drivers credit card during the time period that the car is in the renters possession and will be released shortly after the car is successfully returned. The deposit amount will vary from cars and locations. Insurance coverage has no effect on deposit amount. An authorization or deposit return may be held or delayed due to any financial liability not limited to summons, non accidental damages, loss of use, abuse or other liabilities.
1.14.0 RESERVATION FEE / DOWN PAYMENT: Jolly Wheels will require payment to secure your rate and vehicle. This fee is non-refundable. If any false or inaccurate information from a customer results in Jolly Wheels canceling the reservation, this deposit is still non-refundable.
1.15.1 REFUNDS: Refunds are only granted if Jolly Wheels fails to provide a safe and reliable vehicle on time. (See Appendix B)
2.1.1 LOSS OR DAMAGE TO THE RENTAL CAR: The renter is absolutely liable for any loss or damage to the rental vehicle, even if someone else caused it or the cause is unknown, whether due to theft, fire, hail, flood, collision, vandalism,or any other cause. Renters extended coverage in most cases will cover the cost of damages. Whatever damages are not covered by the renters own insurance shall be paid out of pocket by renter. (see appendix C)
2.1.2 REIMBURSEMENT OF LOSS EXPENSE: Any expenses incurred by Jolly Wheels as a result of a loss or damage to a vehicle, can be billed, charged or collected in association with this contract. A maximum administrative fee of $50 may also be added to this charge. Extended collection will result in legal fees at cost to primary renter.
3.0.5 VEHICLE RETURN: Vehicles are due back at their agreed return time and location according to the rental agreement or drop off form. If renter is not sure of the return process they may contact the vehicles agent or Jolly Wheels. (See Section 1.2.1)
3.3.0 MECHANICAL BREAKDOWN OR MAINTANICE: All work, repairs, Pm's, adjustments, towing, cleaning, replacements, top offs, service or any other type of action or activity outside of driving or adding gasoline MUST be authorized by Jolly Wheels or the vehicles agent. If any of the fore mentioned activities are performed without proper authorization, the primary renter shall be financially responsible for the activity and any negative results afterwards. In the event that the driver is in immediate danger and is unable to speak with a live Jolly Wheels representative then they MUST contact public assistance or emergency to remove them from the immediate danger. Once out of danger the renter must make contact with a live Jolly Wheels Representative or the vehicles sponsor for further instructions. If any of the fore mentioned activities are performed without proper authorization, the primary renter shall be financially responsible for the activity and any negative results afterwards. (see appendix A)
3.10.0 ACCIDENTS: If a renter is involved in a motor vehicle accident involving the rental car, renter must abide by the following: call emergency services as necessary. Ensure your own safety and move the vehicle if possible to a safe location; (out of the intersection, out of moving traffic) obtain license plate numbers of all vehicles involved. Do not apologize or admit fault. Do not sign anything except a police report. Call Jolly Wheels (not Vehicle Sponsor) as soon as possible with details.
APPENDIX A
Non Accident Related Breakdowns
Roadside emergencies can be stressful, scary and confusing. What people tell you or offer you during a roadside emergency can be misleading and financially entrapping. The following directions will maximize your safety and minimize any out of pocket expense.
The DO's;
- Do call Jolly Wheels and press the option for vehicle assistance. (800) 558-9139;
- Do have a pen and paper ready to write down important information.
- Do follow instructions given to you by the Jolly Wheels Representative.
- Do move the vehicle if possible out of moving traffic (don't worry about causing more damage to vehicle, or insurance claims, your safety comes first).
- Do advise Police that you already have a tow truck on the way.
The DON'Ts
- Don't call friends or relatives until you are back on the road (they can't help you and they will only ask you questions that you probably can't answer. You need to keep your phone line free for emergency services and to preserve your cell phone battery)
- Don't let a tow truck driver or service personnel touch the vehicle until they speak to Jolly Wheels for authorization. (they may NOT be there to help you, only to make money)
- Don't give the keys to anyone except persons authorized by Jolly Wheels or the Police.
- Don't sign anything unless directed by Police or by a Jolly Wheels representative.
- Don't call the vehicles owner for assistance, they are not trained to advise or dispatch emergency services nor do they have access to service providers and replacement rental cars.
Jolly Wheels tries to minimize the chances of vehicle failure and accidents. In the event that something bad happens on the road, you can be confident that the situation will not get worse, if you follow the directions above. According to the Jolly Wheels rental terms, a failed vehicle is a claim against our reliability guarantee (See Appendix B). Jolly Wheels contracts its own roadside service that is made available to all cars, on all rentals. If any service is used outside of our roadside network, then the primary renter will be responsible for payment to the service provider.
Many towing companies have ways of unfairly charging you for services. Towing companies DO NOT have the right to move a vehicle unless they are granted permission from the owner, directed by police or the vehicle is breaking a law. If you are NOT prepared to pay for towing services, then DO NOT allow a towing company to assist you, that has not been authorized by Jolly Wheels.
Towing Companies may use tricks to get you to authorize a tow, they may ask you for the keys which would imply an authorization with or without a signature. They may try to convince you that your are in great danger, or that the car rental company will pay for the tow.
Jolly Wheels already has breakdown coverage and procedures. Failure to follow our procedures and directions can and often results in extra fees from unauthorized services as well as extended down time and/or delay in receiving a replacement rental car.
APPENDIX B
Safety and Reliability Guarantee
Safety and Reliability as it relates to Jolly Wheels is the assurance that your rental car will arrive in a Safe and Reliable condition and will remain in a safe and reliable condition through out the duration of the rental. Renters are expected and obligated to drive safely with due caution of road conditions, traffic conditions and all other appropriate safety precautions as it relates to use.
Safety as it relates to Jolly Wheels, is defined as; the adequate condition of equipment on a vehicle to be driven without immediate threat of life, damages or injury under normal conditions.
Reliability as it relates to Jolly Wheels rental cars, is defined as, the operational integrity of the vehicle to be operated without failure to equipment, under normal conditions, that would render the vehicle not safe.
A claim against safety must prove that a vehicle poses an immediate threat to life, damages or injury. A complaint of a vehicle or equipment "not feeling safe" or the belief that a vehicle or equipment "might fail" is not enough to warrant a claim on the Safety Guarantee. If a renter can show that a vehicle does not meet the safety standard as defined above, they will be entitled to ONLY one of the following 3 options. (1) vehicle replacement of rental car provided by Jolly Wheels plus credit for lost time (2) Return of rental car with refund of lost days (3) Payment or Reimbursement of authorized repair or service. (Jolly Wheels must authorize the repair and service center where the repair is being done).
The Safety and Reliability Guarantee will not cover, fund, refund or reimburse expenses for hotels, meals, airline tickets, lost appointments, other car rentals, damages to personal property, lost wages, lost time, unauthorized tows, unauthorized repairs, unauthorized PM's, or any unauthorized maintenance of any kind or any other inconvenient losses.
APPENDIX C
Insurance Coverages
At time of your reservation, Jolly Wheels will ask you, Do you have insurance?
YES
- If your name appears on a valid and current automobile insurance policy ID card that extends coverage to rental cars. (policy must remain valid over the course of the rental)
- If you are paying for the rental with a credit or debit card that has CDW/LDW coverage extended to rental cars. (you may have to call the customer service number on the back of your card to find this out)
- If you have purchased or are a member of an organization that supplies CDW/LDW insurance coverage for rental cars.
NO
- If you are an extra driver on an automobile insurance policy, but your name does not appear on the insurance ID card.
- You are not a named policy holder or a driver on any current automobile policy.
- The credit or debit card that is being used does NOT have CDW/LDW coverage for rental cars.
If the answer is NO, you MUST purchase LDW from Jolly Wheels.
CDW/LDW = Collision Damage Waiver or Loss and Damage Waiver or Collision equivalent for rental cars. This coverage covers only damages to the rental car itself, in the event of an accident. LDW purchased from Jolly Wheels does NOT come with medical, property or liability coverage. Deductable applies.
Supplemental Liability (SLI) for other vehicles and property is available at extra cost through Jolly Wheels. However, if the driver of the rented vehicle is at fault of an accident, it becomes the financial responsibility of the primary renter for damages. In such a case, liability coverage would be beneficial. Deductable applies.
